SIM Manager is clever enough to try and start the service by itself, but when it fails to do so - an error message is shown. Usually that means that the service is disabled. To change that: 1. run the service manager 2. find the 'smart card service' in the list 3. change the startup type to 'Automatic' 4. start the service After these actions, your smart-card enabled software should work correctly.
